The Pirate Tax - Will it shut them up?

I just finished reading quite an interesting column by John Dvorak. He suggests applying a “pirate tax” (in the US) which would compensate the RIAA and MPAA (and their member companies) for every blank CD, DVD or Hard-Disk based player bought. The RIAA & MPAA would get roughly $1 billion yearly from this, according to his estimates.

Would it shut them up?
